A community develops a Town Plan in order to establish a set of goals and expectations for how the community will grow and evolve over time. It sets the framework for land use and development regulations (ie. typically zoning and subdivision regulations), and forms the basis for future public and private investment.

Jericho’s current Town Plan was originally created and adopted in 2016 and amended in 2020 to include a new chapter on energy use and production. Pursuant to state statute, it will expire in 2024 and therefore needs to be reviewed, revised and adopted anew reflecting the current trends, needs, and desires of the community.

    The Planning Commission would like the community to reflect on five broad themes that are emerging as we work on the new Town Plan. Please look at the list of themes below. 

    The survey will then ask you - do you agree with these priorities, which would guide Jericho's effort and investment in these areas?

    This month's question is about Housing in Jericho. The new Town Plan will define our housing goals and can outline policies and/or investments which would help our community to meet those goals. 

    Vermont, like most U.S. states, has a housing supply shortage. The local housing market is strong, prices and property values have risen. Research done by the Jericho Affordable Housing Committee found that 89% of Jericho households own their homes and 11% of households are renters. 16% of residents also work in Jericho. The median sales price of a home in Jericho was $430,000 in 2021. Housing was ranked as the #1 issue by residents in Jericho's ARPA survey and was listed as a priority by many respondents in our most recent Town Plan Surveys (Question of the Month).
     
    The Planning Commission is interested in your thoughts about housing. The image below shows examples of different housing types from around Vermont and how they might fit into an existing village or neighborhood. The photos and diagram are intended to give you some visuals of different housing choices that are less commonly seen in Jericho and use as a frame of reference when you answer the survey.  

    Definitions of some terms you'll see in the image below: "Infill" means housing that is added, gradually over time, to existing residential areas and neighborhoods. "ADU" means Accessory Dwelling Unit, which is a separate dwelling unit subordinate to the primary dwelling and may be attached or detached. "Adaptive reuse" means repurposing a building from one use to another. 

    Questions 1 & 2 ask about housing types where you live, and Questions 3, 4 & 5 are asking your thoughts on housing types in the Village districts (regardless of whether you live there).

    What is the Question of the Month? A fun way to generate dialogue and encourage participation as we revise the Jericho Town Plan. 

    January’s questions ask how land use and development in Jericho affect you.

    • Jericho’s land use policy aligns with Vermont and Chittenden County Smart Growth guidelines - to encourage most growth to occur as compact, walkable development in and near our village areas, while working to preserve the outlying rural land. 
    • Jericho’s village areas form a triangle, linked by primary roads, from the Old Red Mill (Jericho Corners) to Browns River Middle School (Riverside), to Jericho Center, and include the nearby neighborhoods.
    • The current status is that recent growth has occurred mostly outside the Jericho's village areas.
