Riverside Planning History

Riverside is one of Jericho's three village centers. The other two: Jericho Center and Jericho Corners. All three have a village designation from the state of Vermont.

Here's a little bit of History. If you want to see what is currently being built, scroll down.

This map shows the general area - Route 15, River Road and Park Street frame the core of the Village.

Key to this area is the site of the former Sawmill, that shut down in 2001. The sawmill is currently getting a face lift. A new roof, siding and windows. As of now, there are no specific tenants for the building, but stay tuned!


Since the time that the Sawmill shut down, the towns of Jericho and Underhill have undertaken several planning initiatives to envision how the site could be developed. This included an Environmental Assessment in 2005 to determine the environmental conditions on site, including wastewater, stormwater, and site contaminants.
2013 - 2015 Jericho held "Planapalooza" to create a new zoning that would guide future development in the area to match the community's vision for their village. From that project, came new zoning for the area - "Character Based Zoning Code"


The zoning developed is "character based zoning". Simply put, it is a way to regulate development that controls building form first and building use second.


As you may know: the first new project that was developed was the Jericho Market, followed by the Union Bank. More development is planned behind the Market.

The majority of remainder of the Sawmill site is currently vacant, but was recently purchased by Greg Tatro and he is beginning to develop plans for the large sawmill parcel. He is thinking a mix of residential and commercial uses.

Recently Mr. Tatro stabilized the Sawmill building by putting on a new roof, new windows and siding. He received Tax Credits from the state of Vermont for that project. One of the excellent benefits the Town has for Riverside since it is a state designated village center.

On October 14, 2020 The Development Review Board heard a Sketch Plan application for a phased subdivision, including a master plan for the site. They will also consider the first phase of this subdivision, which includes the subdivision of two blocks and infrastructure related to those blocks.

The applicant is working through this proposal and will submit a preliminary plan some time soon. To find out more specifics about the proposal before the DRB, visit the DRB webpage HERE.

In May 2021, the Town completed a Scoping project for a stretch of sidewalk connecting the Sawmill site to Park Street. Visit that project page HERE.


The Planning Commission conducted a series of walking tours in the summer of 2022 through each of the village centers to learn more about each from fellow town residents. The Jericho Center walk occurred in June and the Jericho Corners walk was in July. The Riverside was walk was on Saturday July 10. Ideas gathered from the Saturday walk are posted here.   • Sawmill Building - What's going on?

    The sawmill is currently getting a face lift. A new roof, siding and windows. As of now, there are no specific tenants for the building, but stay tuned here for more details!

    We expect that the property owner will bring forward an application to the Development Review Board for a Master Plan, that would layout the streets, blocks and lots. Once this is approved, the individual lots can be developed individually.

  • 368 RT 15 Mixed Use Commercial Building

    An application for a 7,000 sq ft building is proposed next to the new Union Bank. The Development Review Board will heard this application in August and September. The DRB approved a small subdivsiion of the front parcel but denied the mixed use site plan.

  • Union Bank

    The development of the bank was approved in April 2018. Construction was completed this late spring and the bank is now open.

    Two additional lots that front VT Route 15 should be developed in the near future.
