Planning Commission Meeting March 2, 2021

How to Participate: The PC is holding their meeting via and are requiring registration for the meeting. Registration is quick and easy - you can register at any time. Public comment at this meeting is welcomed and encouraged using the following methods:
- Participate in the meeting. Attendees must click the link below to register in advance: https://us02web.zoom.us/meeting/register/tZUtde6grzgtEtT_myQ8BfIMKhjxN8dIxyI9. After registering, you will receive a confirmation email containing information about joining the meeting via computer, tablet or phone.
- MMCTV live video recording on Youtube: https://www.youtube.com/user/MMCTV15/live and live on the MMCTV local Comcast Cable Channel 1086. Note that these MMCTV options will not allow for live public comment.
- Email public comments ahead of time to be delivered to the PC to Katherine Sonnick, Planning Director, at ksonnick@jerichovt.gov
The PC will elect officers and discuss/adopt their Rules of Procedure, continue talk about the next steps for updating the Public Works Specs, look at energy constraints related to enhanced energy planning, discuss PUDS (tentative) and begin discussions about updating the Town Plan.

The PC continued to talk about the existing PUD regulations with the goal of future updates. They also talked about the next steps for updating the Public Works Specs.

The PC watched a recent webinar presented by the Vermont Agency of Commerce and Community Development (ACCD) titled "Planning and Permitting Innovations: Expanding Administrative Review." Following the webinar they discussed what they learned. The PC then talked about the schedule of their next projects and discussed the potential funding of a PUD regulation update by the Regional Planning Commission.

The PC addressed amendments to the 2019 Commercial District Master Plan edited text related to Map 5 and Map 6, including removing those two maps. They voted to revise the Master Plan. Click here to view the revised Master Plan.
The PC also discussed their next projects and discussed the potential funding of projects by the Regional Planning Commission. In the upcoming year, they will work on amending the PUD regulations, amending the public works specs, and regulations related to agriculture.

The PC refreshed their memories of the Commercial district project process. Here is a copy of the presentation. They will then voted to remove Map 5 and Map 6 of the 2019 Commercial District Master Plan and text in that document related to those Maps. Click here to view the Master Plan with text that will be considered to be edited. (see pages 10, 15, 16-17, 21, and 26). The suggested text to be edited is highlighted in yellow.

The PC heard an update from Planning Commission members Wendy Verrei Berenback and Sabina Ernst about a recent meeting they had with members of the Jericho agricultural community. The PC also discussed the process to amend two maps in the Commercial District Master Plan.

The PC spent time learning about the master plan proposal by GW Tatro for Riverside. They also discussed the concerns from the Valleys Edge neighborhood that have come up with the Town Plan and Commercial District Master Plan maps. They have decided that they will work on editing the CD Master Plan and maps at their upcoming meetings. Stay tuned for details on how to be involved with the process. Finally, they readopted their Rules of Procedure.
